			<content:encoded><![CDATA[<p>The Pennsylvania Senate released its budget today, countering Governor Corbett’s proposed version. It spends $500 million more than the Governor’s original proposal. It rejects $191 million in fund transfers and new revenue and proposes new spending cuts of $165 million. Read more in <a href="http://www.mhapa.org/wp-content/uploads/2012/05/Capitolwirearticle.pdf" target="_blank">this Capitolwire report</a>, which is correct with one major exception; Senator Corman was quoted as saying about the human services block grant: “ We did not get into whether it is block granted or not.”  Capitolwire’s Peter L. DeCoursey interpreted that to mean that they did not include the Human Services block grant as proposed by the Governor but that is not the case&#8212;the Human Services Development Fund Block Grant is in the Senate budget proposal but they have increased it by $84.212 million dollars, meaning the cut is now 10% instead of 20%.  (See <a href="http://www.mhapa.org/wp-content/uploads/2012/05/SR-Revised-Budget-May-8th-Website1.pdf" target="_blank">page 8 of the Senate budget</a>.)</p>

<p>SAMHSA is accepting applications for Statewide Family Network Program grants totaling up to $1.3 million over the course of a three year period<strong>. </strong>The purpose of this program is to enhance State capacity and infrastructure to be more oriented to the needs of children and adolescents with serious emotional disturbances and their families by providing information, referrals, and support to families who have a child with a serious emotional disturbance, and to create a mechanism for families to participate in State and local mental health services planning and policy development.  Application due date: May 18</p>

<h3>Psychiatric Rehabilitation Services Practitioner Orientation Training</h3>
<p>Presented by PAPSRS (Pennsylvania Association Psychiatric Rehabilitation Services)</p>
<p>This training is for individuals who are employed, or expect to be employed, in programs licensed by DPW/OMHSAS to provide Psychiatric Rehabilitation Services (PRS) and is authorized by DPW/OMHSAS to satisfy the mandatory requirement of current Standards for licensing PRS as well as the expectation of the Proposed PRS Regulations for 12 Hour PRS Orientation Training.</p>
